Country and State Configuration in Horizon

Purpose

This article outlines how to manage and configure Country and State information within Horizon. This section helps standardize country, state, and geographic classifications, supporting accurate data entry, compliance management, and reporting across the platform.


Accessing Country and State Configuration

  1. From the Horizon top navigation bar, go to More → System → Country and State.

  2. The Country and State Configuration page displays several related configuration sections:

    • Countries and States

    • Related State Type

    • Related Country Type

    • Geo Group Type

  3. Use the + Add, Edit (✏️), Delete (🗑️), and Export to Excel actions to maintain configuration records.



1. Countries and States

Defines standardized country and state data that can be referenced across other modules (e.g., Accounts, Airports, and Flight Operations).



NameCountry or state name (e.g., United States, Texas).
Alternate NameOptional field for alternate spelling or localized naming.
Code 2 / Code 3Standardized country or state codes (ISO 3166-1 Alpha-2 and Alpha-3).
CurrencyDefines the primary currency for the country.
GroupsUsed to associate countries with predefined regional or operational groups.
TagsAdditional metadata or identifiers for internal classification.
NumberOptional numeric code for internal reference
Note: At initial setup, this table may appear empty. Countries and states are typically loaded via bulk import during system implementation.

Allows administrators to define special relationships or classifications for states or provinces. This configuration supports region-specific taxation, distance calculation, or compliance rules.



System Type / Name / DescriptionDefines the relationship (e.g., FET_International_Distance for U.S. Federal Excise Tax exemptions).
System Category / Category Name / DescriptionUsed for classification or grouping of related state records.
Color / Mobile Sync / InactiveControls display customization, mobile synchronization, and record status.

Example:

  • FET_International_Distance – Used to flag states or territories impacting international distance tax calculations.


Defines country-level relationships, such as travel restrictions, visa requirements, or operational limitations.

System Category / Category Name / DescriptionClassifies or describes the type of country relationship.
Color / Mobile Sync / InactiveUsed for visual coding, synchronization, and status control.

Common Related Country Types:


No_FlightsIdentifies countries where flight operations are not permitted.
Visa_Not_RequiredIdentifies countries where visa requirements are waived for operations or crew.

4. Geo Group Type

Defines geographical groupings used for reporting, routing, and compliance. Geo Groups help classify flight operations (e.g., Domestic vs. International).

  • Domestic – Defines operations within a single country or region.


Button Functions


Add [Item]Creates a new record (Country, State, or Type).
EditOpens a record for modification.
DeleteRemoves a record (use with caution).
⬆ / ⬇Adjusts the order of entries in the table.
Export to ExcelDownloads data for review or audit.

Best Practices

  • Maintain consistency by following ISO country and state codes.

  • Use descriptive naming for related types and geo groups to ensure clarity in workflows.

  • Deactivate records instead of deleting to preserve system integrity.

  • Regularly review country and state settings to align with regulatory or operational changes.

  • Utilize Export to Excel for auditing and reporting purposes.
