This article provides step-by-step instructions on how to set preferred Fixed Base Operator (FBO) or service providers at a specific airport in Horizon.
Preferred service designations help ensure that dispatchers, schedulers, and crew members select the correct FBOs, fuelers, or ground service vendors during trip planning.
Users must have permission to edit airport services within the Airports module.
From the top menu, go to Airports → FBOs.
Use the search bar to locate the desired airport by ICAO, IATA, or airport name.
Example: Enter KIAH for G. Bush Intercontinental (Houston, TX).
Select the airport to open its detailed record.

Scroll to the FBOs section on the airport page.
Identify the service provider you wish to configure, such as Worldwide Flight Services.
Click the Edit (✏️) icon next to the provider’s name.
(Reference: Screenshot 2 – Edit Airport Service Window)
In the Edit Airport Service window:
Service Type – Select FBO (or other relevant type like Fueler, Catering, etc.).
Name – Ensure the correct provider name appears (e.g., Worldwide Flight Services).
Brand / Distance / Org – Optional fields; populate if applicable.
(Reference: Screenshot 3 – Edit Service Fields)
Under the Preferences dropdown, select one or more of the following options:
Preferred – Marks this provider as the primary choice for the airport.
ArrDefault – Sets as default for arrivals.
DepDefault – Sets as default for departures.
Approved – Marks as approved for use.
Crew / Pax – Indicates suitability for crew or passenger services.
Prohibited – Marks the service as restricted from use.
Multiple preferences can be applied as needed (e.g., Preferred + ArrDefault + Pax).
(Reference: Screenshot 4 – Selecting Service Preferences)
After setting preferences, click Save to apply changes.
The selected preferences will now display as tags (e.g., “Preferred,” “ArrDefault”) next to the FBO name in the airport list.
(Reference: Screenshot 5 – FBO List with Preference Tags)
Return to the Airport → FBOs list.
Confirm that the preferred service now appears with visible preference tags.
Test by viewing or creating a flight leg at that airport — the preferred FBO will pre-populate in relevant trip planning modules.
You can mark multiple FBOs as preferred if operationally required (e.g., different preferences for crew vs. passengers).
To deactivate a service, check the Inactive box in the edit window.
Use consistent naming for preferences across all airports to maintain standardization.
At KIAH – G. Bush Intercontinental Airport,
you can set Worldwide Flight Services as:
Service Type: FBO
Preference: Preferred, ArrDefault
This ensures all arriving flights default to Worldwide Flight Services for ground handling unless otherwise specified.
